The National Law Center is an independent research institution based in Riyadh, Saudi Arabia, specializing in sovereignty dynamics, institutional resilience, and the limits of international law.

AHLI Journal (Al-Ahli Legal and Economic Forecast)

Originally launched in 1995 under the title Al-Ahli Legal and Economic Forecast Guide, the publication was developed as a think tank–style periodical integrating legal analysis with economic and regulatory forecasting.


The journal serves as a principal intellectual platform and voice for the Center for Petroleum Policy & Strategic Forecast, through which the Center’s research activities, major studies, and annual projects are developed and disseminated.


To date, the journal has published more than 25 major research projects, covering a wide range of strategic topics—from oil shale development and global energy markets to maritime security and the geopolitics of the Strait of Hormuz.


A number of these studies have been widely covered and cited in leading Saudi national newspapers and regional media, reflecting the journal’s role in shaping public policy discourse on energy, legal, and strategic issues.


The journal tracks structural developments in legal, institutional, and policy environments across domestic and international contexts, with a forward-looking focus on emerging trends and strategic risks.


From its inaugural issue (June 1995), the publication established a structured approach to legal reporting and applied analysis, combining doctrinal insight with practical relevance in areas such as energy regulation, international trade frameworks, and institutional governance.


It continues to provide policy-oriented analysis, case-based commentary, and strategic legal insight, particularly in energy markets, regulatory transformation, and geopolitical dynamics.


Over time, the publication has evolved into a platform that integrates legal scholarship with applied legal, economic, and institutional analysis—bridging the gap between theoretical frameworks and operational policy environments.


Building on its archival foundation, the National Law Center is now developing the journal as a contemporary research platform, expanding its scope to include peer-informed analysis, policy essays, and cross-disciplinary contributions aligned with modern think tank standards.

🔷 Al Eqtisadiah Reform Series (2015–2016)

A structured series of analytical articles published in Al Eqtisadiah examined the implications of the oil price collapse, the urgency of economic diversification, privatization, and early reform pathways later reflected in Saudi Arabia’s national transformation agenda.
