Dr. Rashed M. Aba-Namay

Constitutional & International Law | Sovereignty | Energy Strategy


Dr. Rashed M. Aba-Namay is a legal scholar specializing in sovereignty, constitutional and international law, with a focus on institutional resilience. He is the developer of the Abanamay Sovereignty Spectrum Theory (AST) and its analytical formula (ASTF), which conceptualize sovereignty as a measurable continuum shaped by institutional capacity and external pressure.


He is President and Chief Counsel of the National Law Center (Riyadh) and founder of the Center for Petroleum Policy & Strategic Forecast (PPSOC). His work focuses on the operational limits of international legal regimes and the interaction between law, strategy, and geopolitical risk.


Dr. Aba-Namay was a Visiting Fellow at the Oxford Centre for Islamic Studies (University of Oxford 2018–2020), and an Academic Visitor at the University of Nottingham (2024–2025).
